The place name Haemi(海美), meaning 'beautiful sea,' has been used since the Joseon Dynasty. In 1416, King Taejong was conducting a river dance at Dobisan in Seosan, then stayed a day at Haemi to explore the surrounding area. Judging that the area was suitable for effectively defending against Japanese pirates appearing along the coast, he chose it as a site for relocating the Chungcheong military camp from Deoksan, completing construction from 1417 (the 17th year of King Taejong) to 1421 (the 3rd year of King Sejong).
Later, the Chungcheong Byeongyeong, the highest command institution of the Chungcheong Army, was located in Haemi, and the Byeongma Jeoldosa was assigned to command the entire army. In 1651, the Chungcheong Byeongyeongyeong was relocated to Cheongju, ending its role as the military fortress of the Chungcheong Military Governor. Later, the Hoseo Left Command, one of the five camps in Chungcheong Province, was established, and military commanders were dispatched as commanders to concurrently serve as Left Commander of Hoseo Iseong and as Haemi County Magistrate, thus serving as the town fortress (yeupseong)*.
